The Story
It was introduced on January 5, 2023 and referred to the House Criminal Justice and Public Safety committee. The committee held a public hearing on February 1, 2023. The committee met in executive session on February 10, 2023 to vote on its recommendation. The committee voted unanimously, 20–0, to recommend that the House pass it with changes (amendment 2023-0370h), and the report was placed on the consent calendar. The committee's amendment (2023-0370h) was adopted on a voice vote on March 22, 2023, changing the text of the bill. On March 22, 2023 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 23, 2023 and was referred to the Senate Judiciary committee. The committee held a public hearing on April 18, 2023. The committee recommended that the Senate kill it. On June 1, 2023 the Senate adopted “Special Order to 06/08/2023, Without Objection”. The committee recommended that the Senate kill it. On June 8, 2023 the Senate rejected a motion to kill it on a voice vote. A floor amendment (2023-2170s), offered by Sen. Chandley, was adopted on a roll call 20–4 on June 8, 2023, changing the text of the bill. On June 8, 2023 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 15, 2023 the House adopted “House Non-Concurs with Senate Amendment 2023-2170s and Requests CofC” on a division vote 199–175, on a motion by Rep. Terry Roy. On June 15, 2023 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Sharon Carson. A committee of conference met on June 22, 2023 to try to settle the differences between the two chambers' versions of the bill. On June 29, 2023 the Senate adopted the conference report (2023-2233c) on a voice vote. On June 29, 2023 the House adopted the conference report (2023-2233c) on a division vote 271–98. The bill was enrolled on June 29, 2023 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2023-2249e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on August 8, 2023, making it Chapter 234 of the session laws.
