The Story

It was introduced on January 5, 2023 and referred to the House Science, Technology and Energy committee. The committee held a public hearing on February 7, 2023. The committee met in executive session on February 16, 2023 to vote on its recommendation. The committee recommended that the House make no recommendation. On March 9, 2023 the House voted to pass it on a roll call 184–168. It crossed to the Senate on March 9, 2023 and was referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on May 9, 2023. The committee recommended that the Senate pass it with changes (amendment 2023-1879s). The committee's amendment (2023-1879s) was adopted on a voice vote on May 18, 2023, changing the text of the bill. On May 18, 2023 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 15, 2023 the House failed “House Concurs with Senate Amendment 2023-1879s” on a division vote 176–180, on a motion by Rep. Vose. On June 15, 2023 the House adopted “House Non-Concurs with Senate Amendment 2023-1879s and Requests CofC” on a division vote 179–178, on a motion by Rep. Vose. On June 15, 2023 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Kevin Avard. A committee of conference met on June 21, 2023 to try to settle the differences between the two chambers' versions of the bill. On June 29, 2023 the Senate adopted the conference report (2023-2226c) on a voice vote. On June 29, 2023 the House adopted the conference report (2023-2226c) on a division vote 250–121. The bill was enrolled on June 29, 2023 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2023-2250e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on August 8, 2023, making it Chapter 233 of the session laws.
