The Story
It was introduced on January 4, 2023 and referred to the House Transportation committee. The committee held a public hearing on January 17, 2023. The committee met in executive session on February 7, 2023 to vote on its recommendation. The committee voted 11–9 to recommend that the House kill it, and the report was placed on the regular calendar. On February 23, 2023 the House rejected a motion to kill it on a division vote 172–174. On February 23, 2023 the House voted to pass it on a division vote 175–172. On February 23, 2023 the House failed “Reconsider HB111” on a roll call 170–177, on a motion by Rep. Adjutant. It crossed to the Senate and was referred to the Senate Transportation committee. The committee held a public hearing on March 28, 2023. The committee voted unanimously, 5–0, to recommend that the Senate pass it with changes (amendment 2023-1246s), and the report was placed on the consent calendar. The committee's amendment (2023-1246s) was adopted on a voice vote on April 13, 2023, changing the text of the bill. On April 13, 2023 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 18, 2023 the House adopted “House Concurs with Senate Amendment 2023-1246s” on a voice vote, on a motion by Rep. Thomas Walsh. The bill was enrolled on June 8, 2023 — the final check of the text before it goes to the governor. The governor signed it on June 20, 2023, making it Chapter 81 of the session laws.
