The Story

It was introduced on January 5, 2022 and referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on February 15, 2022. The committee recommended that the Senate study it after the session ends. On March 24, 2022 the Senate failed “Refer to Interim Study, RC 8Y-14N”. A floor amendment (2022-1212s), offered by Sen. Hennessey, was adopted on a roll call 20–2 on March 24, 2022, changing the text of the bill. On March 24, 2022 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On March 31, 2022 the Senate voted to pass it and ordered it to a third reading. It crossed to the House on March 31, 2022 and was referred to the House Environment and Agriculture committee. The committee held a public hearing on April 12, 2022. The committee met in executive session on April 12, 2022 to vote on its recommendation. The committee voted unanimously, 13–0, to recommend that the House pass it, and the report was placed on the consent calendar. On April 21, 2022 the House voted to pass it on a voice vote. The bill was enrolled on May 12, 2022 — the final check of the text before it goes to the governor. The governor signed it on May 20, 2022, making it Chapter 95 of the session laws. It took effect on May 20, 2022.
