SB 200 (2022)

apportioning congressional districts.

  • Status: Vetoed, override failed
  • Term: 2021-2022
  • House committee: Special Committee on Redistricting
  • Senate committee: Election Law and Municipal Affairs
  • Subject: Miscellaneous

The Story

It was introduced on January 5, 2022 and referred to the Senate Election Law and Municipal Affairs committee. The committee held a public hearing on January 12, 2022. The committee recommended that the Senate pass it. On February 3, 2022 the Senate voted to pass it on a voice vote and ordered it to a third reading. It crossed to the House on March 17, 2022 and was referred to the House Special Committee on Redistricting committee. The committee held a public hearing on April 22, 2022. The committee held a public hearing on April 22, 2022 on a proposed non-germane amendment (2022-1523h). The committee met in executive session on April 27, 2022 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 2022-1702h), and the minority recommended that the House pass it with changes (amendment 2022-1736h), by a vote of 8–7. The report was placed on the regular calendar. The committee's amendment (1702h) was adopted on a roll call 178–158 on May 5, 2022, changing the text of the bill. The committee minority's amendment (1736h) was rejected on a roll call 156–182 on May 5, 2022. On May 5, 2022 the House voted to pass it with changes on a roll call 179–159. On May 12, 2022 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. James Gray. On May 12, 2022 the House adopted “House Accedes to Senate Request for CofC” on a voice vote, on a motion by Rep. B. Griffin. On May 26, 2022 the House adopted the conference report (2022-2023c) on a roll call 176–171. On May 26, 2022 the Senate adopted the conference report (2022-2023c) on a roll call 14–10. The bill was enrolled on May 26, 2022 — the final check of the text before it goes to the governor. The governor vetoed it on May 27, 2022. The legislature can override a veto with a two-thirds vote in both chambers. On September 15, 2022 the Senate voted 14–9 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold. On September 15, 2022 the Senate adopted “Reconsider the vote on: the Veto Message to SB 200” on a voice vote, on a motion by Sen. Bradley. On September 15, 2022 the Senate voted 13–10 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
