The Story
It was introduced on January 6, 2021 and referred to the House Executive Departments and Administration committee. The committee voted 14–4 to recommend that the House pass it, and the report was placed on the regular calendar. A floor amendment (2021-0401h), offered by Reps. Leishman and Hatch, was rejected on a roll call 150–206 on February 24, 2021. On February 24, 2021 the House voted to pass it on a voice vote. On February 24, 2021 the bill was referred to the Finance committee. The committee held a work session on March 9, 2021. The committee met in executive session on March 29, 2021 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held a work session on September 14, 2021. The committee met in executive session on October 26, 2021 to vote on its recommendation. The committee voted unanimously, 21–0, to recommend that the House pass it, and the report was placed on the regular calendar. On January 6, 2022 the House voted to pass it on a voice vote. It crossed to the Senate and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on March 16, 2022. The committee voted unanimously, 5–0, to recommend that the Senate study it after the session ends, and the report was placed on the consent calendar. On March 31, 2022 the Senate voted to lay it on the table on a voice vote, on a motion by Sen. Sharon Carson. On May 5, 2022 the Senate adopted “Remove From Table” on a voice vote, on a motion by Sen. Sharon Carson. On May 5, 2022 the Senate failed “Refer to Interim Study” on a voice vote. On May 5, 2022 the Senate voted to pass it on a voice vote and ordered it to a third reading. An enrolled bill amendment (2022-1992e) was adopted on a voice vote on May 12, 2022. These correct technical errors found after passage. The bill was enrolled on May 26, 2022 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2022-1992E) was considered to correct technical errors found after passage. The governor signed it on July 8, 2022, making it Chapter 320 of the session laws.
