The Story
It was introduced on January 6, 2021 and referred to the House Science, Technology and Energy committee. The majority recommended that the House pass it, and the minority recommended that the House kill it, by a vote of 19–1. The report was placed on the regular calendar. A floor amendment (2021-0465h), offered by Rep. Somssich, was rejected on a division vote 132–204 on February 24, 2021. On February 24, 2021 the House voted to pass it on a voice vote. On February 24, 2021 the House failed “Reconsider” on a division vote 149–194, on a motion by Rep. Adjutant. On February 24, 2021 the bill was referred to the Ways and Means committee. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on September 7, 2021, September 15, 2021, September 28, 2021, October 7, 2021, November 4, 2021 and November 10, 2021. The committee voted unanimously, 20–0, to recommend that the House pass it with changes (amendment 2021-2223h), and the report was placed on the consent calendar. On January 5, 2022 the House voted to pass it with changes on a voice vote. It crossed to the Senate on January 5, 2022 and was referred to the Senate Energy and Natural Resources committee. The committee held public hearings on March 22, 2022 and March 29, 2022. The committee voted unanimously, 5–0, to recommend that the Senate pass it with changes (amendment 2022-1524s), and the report was placed on the consent calendar. The committee's amendment (2022-1524s) was adopted on a voice vote on April 21, 2022, changing the text of the bill. On April 21, 2022 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 5, 2022 the House adopted “House Non-Concurs with Senate Amendment 2022-1524s and Requests CofC (Reps. Vose, Thomas, Harrington, Notter)” on a voice vote. On May 12, 2022 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Kevin Avard. A committee of conference met on May 17, 2022 to try to settle the differences between the two chambers' versions of the bill.
