The Story
It was introduced on January 6, 2021 and referred to the House Science, Technology and Energy committee. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held a work session on September 29, 2021. The committee held a public hearing on October 12, 2021 on a proposed non-germane amendment (2021-2158h). The committee met in executive session on October 26, 2021 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 2021-2205h), and the minority recommended that the House kill it, by a vote of 11–10. The report was placed on the regular calendar. The committee's amendment (2021-2205h) was adopted on a roll call 187–156 on January 6, 2022, changing the text of the bill. A floor amendment (2021-2299h) was rejected on a division vote 155–189 on January 6, 2022. On January 6, 2022 the House voted to pass it with changes on a roll call 343–0. It crossed to the Senate and was referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on January 18, 2022. The committee voted unanimously, 5–0, to recommend that the Senate pass it with changes (amendment 2022-0165s), and the report was placed on the consent calendar. The committee's amendment (2022-0165s) was adopted on a voice vote on February 3, 2022, changing the text of the bill. On February 3, 2022 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On February 16, 2022 the House adopted “House Concurs with Senate Amendment 2022-0165S” on a voice vote, on a motion by Rep. Vose. The bill was enrolled on February 17, 2022 — the final check of the text before it goes to the governor. The governor signed it on February 24, 2022, making it Chapter 5 of the session laws.
