- Term: 2021-2022

The Story
It was introduced on January 6, 2021 and referred to the House Science, Technology and Energy committee. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held a work session on September 28, 2021. The committee met in executive session on October 26, 2021 to vote on its recommendation. The majority recommended that the House pass it, and the minority recommended that the House kill it, by a vote of 15–6. The report was placed on the regular calendar. It crossed to the Senate on January 5, 2022 and was referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on April 7, 2022. The committee recommended that the Senate pass it with changes (amendment 2022-1369s). The committee's amendment (2022-1369s) was adopted on a voice vote on April 14, 2022, changing the text of the bill. A floor amendment (2022-1507s), offered by Sen. Giuda, was adopted on a voice vote on April 14, 2022, changing the text of the bill. On April 14, 2022 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 12, 2022 the House adopted “House Concurs with Senate Amendment” on a voice vote, on a motion by Rep. Vose. The bill was enrolled on May 26, 2022 — the final check of the text before it goes to the governor. The governor signed it on June 24, 2022, making it Chapter 253 of the session laws.
