apportioning congressional districts.

  • Status: Vetoed, override failed
  • Term: 2021-2022
  • House committee: Special Committee on Redistricting
  • Senate committee: Election Law and Municipal Affairs
  • Subject: Miscellaneous

The Story

It was introduced on January 6, 2021 and referred to the House Special Committee on Redistricting committee. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee met in executive session on November 16, 2021 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 2021-2271h), and the minority recommended that the House pass it with changes (amendment 2021-224), by a vote of 8–7. The report was placed on the regular calendar. On January 5, 2022 the House adopted “Special Order To next order of business” on a voice vote, on a motion by Rep. B. Griffin. On January 5, 2022 the House failed “Reconsider Special order” on a division vote 35–316, on a motion by Rep. Cali-Pitts. On January 5, 2022 the House rejected a motion to lay it on the table on a roll call 177–178, on a motion by Rep. Silber. The committee's amendment (2021-2271h) was adopted on a division vote 184–171 on January 5, 2022, changing the text of the bill. A floor amendment (2021-2245h) was rejected on a roll call 167–189 on January 5, 2022. A floor amendment (2022-2301h), offered by Rep. Abramson, was rejected on a roll call 174–182 on January 5, 2022. On January 5, 2022 the House voted to pass it with changes on a roll call 186–164. On January 5, 2022 the House failed “Reconsider” on a voice vote, on a motion by Rep. Steven Smith. On January 5, 2022 the House failed “Reconsider Special Order” on a roll call 35–316, on a motion by Rep. Cali-Pitts. It crossed to the Senate on January 5, 2022 and was referred to the Senate Election Law and Municipal Affairs committee. The committee held a public hearing on January 31, 2022. The committee recommended that the Senate pass it. A floor amendment (2022-1136s), offered by Sen. Soucy, was rejected on a roll call 10–14 on March 17, 2022. On March 17, 2022 the Senate voted to pass it and ordered it to a third reading. The bill was enrolled on March 31, 2022 — the final check of the text before it goes to the governor. The governor vetoed it on May 27, 2022. The legislature can override a veto with a two-thirds vote in both chambers. On September 15, 2022 the House voted 103–220 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
