The Story
It was introduced on January 6, 2021 and referred to the House Special Committee on Redistricting committee. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee met in executive session on November 16, 2021 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 2021-2274), and the minority recommended that the House pass it with changes (amendment 2021-2277), by a vote of 8–7. The report was placed on the regular calendar. On January 5, 2022 the House adopted “Special Order Next order of business” on a voice vote, on a motion by Rep. B. Griffin. On January 5, 2022 the House rejected a motion to lay it on the table on a roll call 179–179, on a motion by Rep. Alliegro. The committee's amendment (2021-2274h) was adopted on a roll call 186–170 on January 5, 2022, changing the text of the bill. The committee minority's amendment (2021-2277h) was rejected on a roll call 165–192 on January 5, 2022. On January 5, 2022 the House voted to pass it with changes on a roll call 186–168. On January 5, 2022 the House failed “Reconsider” on a roll call 167–188, on a motion by Rep. Kimberly Rice. On January 5, 2022 the House failed “Reconsider Special order” on a roll call 35–316, on a motion by Rep. Cali-Pitts. It crossed to the Senate on January 5, 2022 and was referred to the Senate Election Law and Municipal Affairs committee. Notice was given that an amendment (2022-0339s) would be proposed. The committee held a public hearing on January 31, 2022. The committee recommended that the Senate pass it with changes (amendment 2022-0560s). The committee's amendment (2022-0560s) was adopted on a voice vote on February 16, 2022, changing the text of the bill. A floor amendment (2022-0719s), offered by Sen. James Gray, was adopted on a voice vote on February 16, 2022, changing the text of the bill. On February 16, 2022 the Senate voted to pass it with changes and ordered it to a third reading. On March 10, 2022 the House adopted “House Concurs with Senate Amendment” on a roll call 172–163, on a motion by Rep. B. Griffin. The bill was enrolled on March 17, 2022 — the final check of the text before it goes to the governor. The governor signed it on March 23, 2022, making it Chapter 9 of the session laws.
