The Story

It was introduced on January 6, 2021 and referred to the House Resources, Recreation and Development committee. The House withdrew that referral and sent the bill to the Judiciary committee instead. The committee met in executive session on September 28, 2021 to vote on its recommendation. The majority recommended that the House kill it, and the minority recommended that the House pass it, by a vote of 14–7. The report was placed on the regular calendar. On January 6, 2022 the House rejected a motion to kill it on a roll call 139–212. On January 6, 2022 the House voted to pass it on a voice vote. It crossed to the Senate and was referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on April 14, 2022. The committee voted unanimously, 5–0, to recommend that the Senate study it after the session ends, and the report was placed on the consent calendar.
