The Story
It was introduced on January 6, 2021 and referred to the House Education committee. The committee met in executive session on March 11, 2021 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 2021-0726h), and the minority recommended that the House kill it, by a vote of 12–8. The report was placed on the regular calendar. The committee's amendment (2021-0726h) was adopted on a voice vote on April 8, 2021, changing the text of the bill. On April 8, 2021 the House voted to pass it with changes on a roll call 188–187. On April 8, 2021 the House failed “Reconsider” on a division vote 186–189, on a motion by Rep. McGuire. It crossed to the Senate on April 8, 2021 and was referred to the Senate Education committee. The committee voted unanimously, 5–0, to recommend that the Senate send it back to committee, and the report was placed on the consent calendar. On May 13, 2021 the Senate voted to send it back to committee on a voice vote. The committee voted unanimously, 5–0, to recommend that the Senate kill it, and the report was placed on the consent calendar. On January 5, 2022 the Senate adopted “Special Order to the Next Session, Without Objection”. The committee recommended that the Senate kill it. On February 3, 2022 the Senate rejected a motion to kill it. On February 3, 2022 the Senate voted to pass it and ordered it to a third reading. The bill was enrolled on February 3, 2022 — the final check of the text before it goes to the governor. The governor vetoed it on February 23, 2022. The legislature can override a veto with a two-thirds vote in both chambers. On September 15, 2022 the House voted 143–181 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
