HB 1625 (2022)

repealing the prohibition on entering or remaining on a public way or sidewalk adjacent to a reproductive health care facility.

  • Status: Vetoed, override failed
  • Term: 2021-2022
  • House committee: Judiciary
  • Senate committee: Judiciary
  • Subject: Civil Actions

The Story

It was introduced on January 5, 2022 and referred to the House Judiciary committee. The committee held a public hearing on February 9, 2022. The committee met in executive session on February 18, 2022 to vote on its recommendation. The majority recommended that the House kill it, and the minority recommended that the House pass it, by a vote of 12–9. The report was placed on the regular calendar. On March 16, 2022 the House failed “Lay HB1625 on Table” on a roll call 160–170, on a motion by Rep. Marjorie Smith. On March 16, 2022 the House rejected a motion to kill it on a roll call 162–168. On March 16, 2022 the House voted to pass it on a roll call 168–162. It crossed to the Senate on March 17, 2022 and was referred to the Senate Judiciary committee. The committee held a public hearing on April 19, 2022. The committee recommended that the Senate pass it. A floor amendment (2022-1971s), offered by Sen. Perkins Kwoka, was rejected on a roll call 12–12 on May 5, 2022. A floor amendment (2022-1980s), offered by Sen. Sherman, was rejected on a roll call 10–14 on May 5, 2022. On May 5, 2022 the Senate voted to pass it and ordered it to a third reading. The bill was enrolled on May 12, 2022 — the final check of the text before it goes to the governor. The governor vetoed it on May 27, 2022. The legislature can override a veto with a two-thirds vote in both chambers. On September 15, 2022 the House voted 145–175 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
