The Story
It was introduced on January 5, 2022 and referred to the House Election Law committee. The committee held a public hearing on January 20, 2022. The committee met in executive session on February 10, 2022 and March 9, 2022. The majority recommended that the House pass it with changes (amendment 2022-1014h), and the minority recommended that the House kill it, by a vote of 12–8. The report was placed on the regular calendar. The committee's amendment (2022-1014h) was adopted on a division vote 187–165 on March 16, 2022, changing the text of the bill. On March 16, 2022 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 17, 2022 and was referred to the Senate Election Law and Municipal Affairs committee. The committee held a public hearing on March 28, 2022. The committee recommended that the Senate pass it. On April 28, 2022 the Senate adopted “Special Order to the end of the Calendar, Without Objection”. A floor amendment (2022-1808s), offered by Sen. Regina Birdsell, was withdrawn. A floor amendment (2022-1888s), offered by Sen. Giuda, was adopted on a voice vote on April 28, 2022, changing the text of the bill. On April 28, 2022 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 5, 2022 the House adopted “House Non-Concurs with Senate Amendment 2022-1888s and Requests CofC (Reps. B. Griffin, J. MacDonald, Torosian, Qualey)” on a voice vote. On May 12, 2022 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. James Gray. A committee of conference met on May 18, 2022 to try to settle the differences between the two chambers' versions of the bill. On May 26, 2022 the Senate adopted the conference report (2022-2071c) on a roll call 14–10. On May 26, 2022 the House adopted the conference report (2022-2071c) on a roll call 184–161. The bill was enrolled on May 26, 2022 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2022-2132e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on July 8, 2022, making it Chapter 327 of the session laws.
