It was introduced on January 5, 2022 and referred to the House Municipal and County Government committee. The committee met in executive session on January 24, 2022 to vote on its recommendation. The committee voted unanimously, 19–0, to recommend that the House pass it with changes (amendment 2022-0120h), and the report was placed on the consent calendar. The committee's amendment (2022-0120h) was rejected on a division vote 150–189 on February 17, 2022. On February 17, 2022 the House voted to pass it on a division vote 216–124. It crossed to the Senate on February 24, 2022 and was referred to the Senate Election Law and Municipal Affairs committee. The committee held a public hearing on March 14, 2022. The committee recommended that the Senate pass it with changes (amendment 2022-1798s). The committee's amendment (2022-1798s) was rejected on a voice vote on May 5, 2022. A floor amendment (2022-1948s), offered by Sen. Giuda, was adopted on a voice vote on May 5, 2022, changing the text of the bill. On May 5, 2022 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 5, 2022 the House adopted “House Non-Concurs with Senate Amendment 2022-1948s (Reps. Dolan, Pauer, Maggiore, Lascelles)” on a voice vote. On May 12, 2022 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. James Gray. A committee of conference met on May 18, 2022 and May 19, 2022 to try to settle the differences between the two chambers' versions of the bill. On May 26, 2022 the Senate adopted the conference report (2022-2075c) on a voice vote. On May 26, 2022 the House adopted the conference report (2022-2075c) on a voice vote.
