The Story
It was introduced on January 5, 2022 and referred to the House Science, Technology and Energy committee. The committee met in executive session on February 28, 2022 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 2022-0880h), and the minority recommended that the House kill it, by a vote of 15–7. The report was placed on the regular calendar. The committee's amendment (2022-0880h) was adopted on a voice vote on March 17, 2022, changing the text of the bill. On March 17, 2022 the House voted to pass it with changes on a division vote 173–138. On March 17, 2022 the House failed “Lay HB1270 on Table” on a voice vote, on a motion by Rep. Somssich. It crossed to the Senate on March 17, 2022 and was referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on April 25, 2022. The committee voted unanimously, 5–0, to recommend that the Senate pass it, and the report was placed on the consent calendar. On May 5, 2022 the Senate voted to pass it on a voice vote and ordered it to a third reading. The bill was enrolled on May 26, 2022 — the final check of the text before it goes to the governor. The governor signed it on June 7, 2022, making it Chapter 137 of the session laws.
