On February 16, 2022 the House voted to pass it on a voice vote. On February 16, 2022 the bill was referred to the Executive Departments and Administration committee. The committee voted unanimously, 19–0, to recommend that the House pass it with changes (amendment 2022-0969h), and the report was placed on the consent calendar. On March 15, 2022 the House voted to pass it with changes on a voice vote. It crossed to the Senate on March 17, 2022 and was referred to the Senate Executive Departments and Administration committee. The committee held a public hearing on March 30, 2022. The committee voted unanimously, 5–0, to recommend that the Senate pass it, and the report was placed on the consent calendar. On April 14, 2022 the Senate voted to pass it on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it with changes (amendment 2022-1663s). The committee's amendment (2022-1663s) was adopted on a voice vote on April 28, 2022, changing the text of the bill. A floor amendment (2022-1804s), offered by Sen. Hennessey, was adopted on a voice vote on April 28, 2022, changing the text of the bill. On April 28, 2022 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 5, 2022 the House adopted “House Non-Concurs with Senate Amendment 2022-1804s 2022-1663s and Requests CofC (Reps. Baldasaro, Massimilla, Foster, Edwards)” on a voice vote. On May 12, 2022 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Sharon Carson. A committee of conference met on May 18, 2022 to try to settle the differences between the two chambers' versions of the bill. On May 26, 2022 the Senate adopted the conference report (2022-2061c) on a voice vote. On May 26, 2022 the House adopted the conference report (2022-2061c) on a voice vote. The bill was enrolled on May 26, 2022 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2022-2129e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on July 8, 2022, making it Chapter 322 of the session laws.
