The Story

It was introduced on January 5, 2022 and referred to the House Environment and Agriculture committee. The committee met in executive session on January 25, 2022 to vote on its recommendation. The committee voted unanimously, 17–0, to recommend that the House pass it with changes (amendment 2022-0340h), and the report was placed on the consent calendar. On February 16, 2022 the House voted to pass it with changes on a voice vote. The committee's amendment (2022-0340h) was adopted on a voice vote on February 16, 2022, changing the text of the bill. It crossed to the Senate on February 24, 2022 and was referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on April 5, 2022. The committee voted unanimously, 5–0, to recommend that the Senate pass it, and the report was placed on the consent calendar. On April 21, 2022 the Senate voted to lay it on the table on a voice vote, on a motion by Sen. Kevin Avard. The bill died on the table under Senate Rule 3-23 at adjournment on September 15, 2022, having been set aside and never taken back up.
