HB 1148 (2022)
relative to a report on the authority of government entities subordinate to the state to restrict the types of fuel sources that may be used for energy.
- Status: Signed into law
- Term: 2021-2022
- House committee: Science, Technology and Energy
- Senate committee: Energy and Natural Resources
- Subject: Energy and Utilities
- Chapter law: 321
The Story
It was introduced on January 5, 2022 and referred to the House Science, Technology and Energy committee. The committee met in executive session on February 28, 2022 to vote on its recommendation. The majority recommended that the House pass it, and the minority recommended that the House kill it, by a vote of 11–10. The report was placed on the regular calendar. On March 17, 2022 the House failed “Lay HB1148 on Table” on a voice vote, on a motion by Rep. Pimentel. On March 17, 2022 the House voted to pass it on a division vote 167–142. It crossed to the Senate on March 17, 2022 and was referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on April 25, 2022. The committee recommended that the Senate pass it with changes (amendment 2022-1821s). The committee's amendment (2022-1821s) was adopted on a voice vote on May 5, 2022, changing the text of the bill. On May 5, 2022 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 12, 2022 the House adopted “House Concurs with Senate Amendment” on a voice vote, on a motion by Rep. Vose. The bill was enrolled on May 26, 2022 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2022-2123e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on July 8, 2022, making it Chapter 321 of the session laws.
