HB 1021 (2022)

prohibiting certain zoning regulation of land or structures used primarily for religious purposes.

  • Status: Signed into law
  • Term: 2021-2022
  • House committee: Judiciary
  • Senate committee: Election Law and Municipal Affairs
  • Subject: Zoning and Planning
  • Chapter law: 291

The Story

It was introduced on January 5, 2022 and referred to the House Judiciary committee. The committee held a public hearing on January 20, 2022. The committee met in executive session on February 3, 2022 to vote on its recommendation. The committee voted 14–7 to recommend that the House pass it, and the report was placed on the regular calendar. On March 10, 2022 the House voted to pass it on a voice vote. It crossed to the Senate and was referred to the Senate Election Law and Municipal Affairs committee. The committee held a public hearing on March 21, 2022. The committee voted unanimously, 5–0, to recommend that the Senate pass it with changes (amendment 2022-1653s), and the report was placed on the consent calendar. The committee's amendment (2022-1653s) was adopted on a voice vote on April 28, 2022, changing the text of the bill. On April 28, 2022 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On May 12, 2022 the House adopted “House Concurs with Senate Amendment” on a voice vote, on a motion by Rep. Gordon. The bill was enrolled on May 26, 2022 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2022-2113e) was adopted on a voice vote to correct technical errors found after passage. An enrolled bill amendment (2022-2113E) was considered. These correct technical errors found after passage. The governor signed it on July 1, 2022, making it Chapter 291 of the session laws.
