It was introduced on January 6, 2021 and referred to the Senate Judiciary committee. The committee recommended that the Senate pass it with changes (amendment 2021-0773s). Part of the committee's amendment (2021-0773s) was rejected on a roll call 9–15. Part of the committee's amendment (2021-0773s) was adopted on a roll call 14–10, changing the text of the bill. On March 18, 2021 the Senate voted to pass it with changes, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it with changes (amendment 2021-0996s). The committee's amendment (2021-0996s) was adopted on a roll call 21–3 on April 1, 2021, changing the text of the bill. A floor amendment (2021-1058s), offered by Sen. It crossed to the House on April 9, 2021 and was referred to the House Judiciary committee. The committee met in executive session on May 18, 2021 to vote on its recommendation. The committee held a public hearing on May 18, 2021 on a proposed non-germane amendment (2021-1244h). The committee voted 20–1 to recommend that the House pass it with changes (amendment 2021-1391h), and the report was placed on the consent calendar. The committee's amendment (2021-1391h) was adopted on a voice vote on June 3, 2021, changing the text of the bill. On June 3, 2021 the House voted to pass it with changes on a voice vote. On June 10, 2021 the Senate voted to agree to the other chamber's changes on a voice vote, on a motion by Sen. Sharon Carson. The bill was enrolled on June 24, 2021 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2021-2046e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on August 25, 2021, making it Chapter 227 of the session laws.
