On February 4, 2021 the Senate voted to pass it and ordered it to a third reading. It crossed to the House on February 25, 2021 and was referred to the House Commerce and Consumer Affairs committee. The committee met in executive session on May 13, 2021 to vote on its recommendation. The committee voted unanimously, 19–0, to recommend that the House pass it, and the report was placed on the consent calendar. On June 3, 2021 the House voted to pass it on a voice vote.
