The Story

It was introduced on January 6, 2021 and referred to the Senate Election Law and Municipal Affairs committee. The committee voted unanimously, 5–0, to recommend that the Senate kill it, and the report was placed on the consent calendar. On February 11, 2021 the Senate voted to lay it on the table, on a motion by Sen. James Gray. It crossed to the House and was referred to the House Election Law committee. On February 18, 2021 the Senate adopted “Remove From Table, RC 24Y-0N”, on a motion by Sen. James Gray. On February 18, 2021 the Senate rejected a motion to kill it. On February 18, 2021 the Senate voted to pass it with changes and ordered it to a third reading. The committee met in executive session on March 8, 2021 and March 10, 2021. The committee voted unanimously, 20–0, to recommend that the House pass it with changes (amendment 2021-0780h), and the report was placed on the consent calendar. The committee's amendment (2021-0780h) was adopted on a voice vote on April 7, 2021, changing the text of the bill. On April 7, 2021 the House voted to pass it with changes on a voice vote. James Gray. On April 8, 2021 the Senate adopted “Enrolled RC 24Y-0N”. The bill was enrolled on April 9, 2021 — the final check of the text before it goes to the governor. The governor signed it on April 12, 2021, making it Chapter 2 of the session laws. It took effect on April 12, 2021.
