The Story

It was introduced on January 6, 2021 and referred to the Senate Executive Departments and Administration committee. The committee recommended that the Senate send it back to committee. On March 11, 2021 the Senate rejected a motion to send it back to committee. A floor amendment (2021-0765s), offered by Sen. Giuda, was adopted on a roll call 23–0 on March 11, 2021, changing the text of the bill. On March 11, 2021 the Senate voted to pass it with changes and ordered it to a third reading. It crossed to the House and was referred to the House Public Works and Highways committee. The committee met in executive session on May 19, 2021 to vote on its recommendation. The committee voted 18–3 to recommend that the House pass it, and the report was placed on the regular calendar. A floor amendment (2021-1803h), offered by Rep. Rick Ladd, was rejected on a division vote 72–301 on June 4, 2021. On June 4, 2021 the House rejected a motion to lay it on the table on a division vote 62–303, on a motion by Rep. Cordelli. On June 4, 2021 the House voted to pass it on a voice vote. The bill was enrolled on June 24, 2021 — the final check of the text before it goes to the governor. It became law without the governor's signature on July 14, 2021, as Chapter 124. The governor neither signed it nor returned it, and the docket records it as enacted under Part II, Article 44 of the state constitution.
