The Story

It was introduced on February 4, 2021 and referred to the Senate Education committee. The committee recommended that the Senate pass it with changes (amendment 2021-0740s). The committee's amendment (2021-0740s) was adopted on a roll call 24–0 on March 18, 2021, changing the text of the bill. A floor amendment (2021-0889s), offered by Sen. Kahn, was adopted on a roll call 24–0 on March 18, 2021, changing the text of the bill. On March 18, 2021 the Senate voted to pass it with changes and ordered it to a third reading. It crossed to the House and was referred to the House Education committee. The committee held a work session on May 13, 2021. The committee met in executive session on May 20, 2021 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 2021-1635h), and the minority recommended that the House pass it with changes (amendment 2021-1588h), by a vote of 11–9. The report was placed on the regular calendar. The committee's amendment (2021-1635h) was adopted on a roll call 204–172 on June 3, 2021, changing the text of the bill. The committee minority's amendment (2021-1588h) was rejected on a roll call 177–198 on June 3, 2021. A floor amendment (2021-1860h), offered by Rep. Stephen Woodcock, was rejected on a roll call 166–207 on June 3, 2021. On June 3, 2021 the House voted to pass it with changes on a roll call 203–172. On June 10, 2021 the Senate voted to reject the other chamber's changes on a voice vote, on a motion by Sen. Ruth Ward. On June 10, 2021 the House adopted “House Accedes to Senate Request for CofC” on a voice vote, on a motion by Rep. Rick Ladd. On June 24, 2021 the House adopted the conference report (2021-1957c) on a voice vote. On June 24, 2021 the Senate adopted the conference report (2021-1957c) on a voice vote. The bill was enrolled on June 24, 2021 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2021-2080e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on August 10, 2021, making it Chapter 209 of the session laws.
