The Story
It was introduced on February 4, 2021 and referred to the Senate Judiciary committee. The committee recommended that the Senate pass it. A floor amendment (2021-0876s), offered by Sen. Giuda, was adopted on a roll call 14–10 on March 18, 2021, changing the text of the bill. On March 18, 2021 the Senate voted to pass it with changes. On March 18, 2021 the Senate adopted “Reconsideration on OTPA, RC 24Y-0N”, on a motion by Sen. Bradley. On March 18, 2021 the Senate voted to pass it with changes, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it with changes (amendment 2021-1053s). The committee's amendment (2021-1053s) was adopted on a roll call 14–10 on April 1, 2021, changing the text of the bill. On April 1, 2021 the Senate voted to pass it with changes and ordered it to a third reading. It crossed to the House on April 9, 2021 and was referred to the House Criminal Justice and Public Safety committee. The committee met in executive session on May 10, 2021 to vote on its recommendation. The majority recommended that the House kill it, and the minority recommended that the House pass it, by a vote of 15–6. The report was placed on the regular calendar. On June 3, 2021 the House rejected a motion to lay it on the table on a roll call 56–319, on a motion by Rep. Umberger. On June 3, 2021 the House rejected a motion to kill it on a roll call 186–191. On June 3, 2021 the House rejected a motion to kill it and bar the subject for the rest of the term on a roll call 181–196, on a motion by Rep. Espitia. On June 3, 2021 the House voted to pass it on a roll call 197–180. On June 3, 2021 the House failed “Reconsider” on a roll call 172–204, on a motion by Rep. Andrew Prout. The bill was enrolled on June 10, 2021 — the final check of the text before it goes to the governor. On June 24, 2021 the Senate voted 12–12 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold. On June 24, 2021 the Senate adopted “Reconsider the vote on: the Veto Message to SB 141” on a voice vote, on a motion by Sen. Bradley. On June 24, 2021 the Senate voted 13–11 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold. The governor vetoed it on August 10, 2021. The legislature can override a veto with a two-thirds vote in both chambers.
