The Story

It was introduced on January 6, 2021 and referred to the Senate Transportation committee. The committee voted unanimously, 5–0, to recommend that the Senate pass it with changes (amendment 2021-0771s), and the report was placed on the consent calendar. The committee's amendment (2021-0771s) was adopted on a roll call 23–1 on March 18, 2021, changing the text of the bill. On March 18, 2021 the Senate voted to pass it with changes and ordered it to a third reading. It crossed to the House and was referred to the House Transportation committee. The committee held a public hearing on May 18, 2021 on a proposed non-germane amendment (2021-1442h). The committee met in executive session on May 18, 2021 to vote on its recommendation. The committee voted unanimously, 19–0, to recommend that the House pass it with changes (amendment 2021-1536h), and the report was placed on the consent calendar. The committee's amendment (2021-1536h) was adopted on a voice vote on June 4, 2021, changing the text of the bill. On June 4, 2021 the House failed “Divide 2021-1810h” on a roll call 90–276, on a motion by Rep. Sylvia. A floor amendment (2021-1810h), offered by Rep. Walsh, was adopted on a voice vote on June 4, 2021, changing the text of the bill. On June 4, 2021 the House voted to pass it with changes on a roll call 307–58. On June 10, 2021 the Senate voted to agree to the other chamber's changes on a voice vote, on a motion by Sen. Regina Birdsell. The bill was enrolled on June 24, 2021 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2021-2065e) was adopted on a voice vote to correct technical errors found after passage. The governor signed it on August 10, 2021, making it Chapter 204 of the session laws.
