The Story

It was introduced on January 6, 2021 and referred to the Senate Commerce committee. The committee voted unanimously, 5–0, to recommend that the Senate pass it with changes (amendment 2021-0375s), and the report was placed on the consent calendar. The committee's amendment (2021-0375s) was adopted on a roll call 23–1 on March 4, 2021, changing the text of the bill. On March 4, 2021 the Senate voted to pass it with changes, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it with changes (amendment 2021-0857s). The committee's amendment (2021-0857s) was adopted on a roll call 24–0 on March 25, 2021, changing the text of the bill. A floor amendment (2021-1000s), offered by Sen. David Watters, was adopted on a roll call 24–0 on March 25, 2021, changing the text of the bill. On March 25, 2021 the Senate voted to pass it with changes and ordered it to a third reading. It crossed to the House and was referred to the House Commerce and Consumer Affairs committee. The committee met in executive session on May 13, 2021 to vote on its recommendation. The majority recommended that the House pass it, and the minority recommended that the House kill it, by a vote of 18–1. The report was placed on the regular calendar. On June 3, 2021 the House voted to pass it on a voice vote. The bill was enrolled on June 24, 2021 — the final check of the text before it goes to the governor. The governor signed it on July 9, 2021, making it Chapter 119 of the session laws.
