relative to the date of the state primary election.
- Status: Vetoed, override failed
- Term: 2021-2022
- House committee: Election Law
- Senate committee: Election Law and Municipal Affairs
- Subject: Elections
The Story
It was introduced on January 6, 2021 and referred to the House Election Law committee. The committee met in executive session on March 5, 2021 and March 10, 2021. The majority recommended that the House pass it with changes (amendment 2021-0743h), and the minority recommended that the House kill it, by a vote of 11–9. The report was placed on the regular calendar. The committee's amendment (2021-0743h) was adopted on a voice vote on April 8, 2021, changing the text of the bill. On April 8, 2021 the House voted to pass it with changes on a roll call 195–174. It crossed to the Senate on April 8, 2021 and was referred to the Senate Election Law and Municipal Affairs committee. The committee recommended that the Senate pass it with changes (amendment 2021-1660s). The committee's amendment (2021-1660s) was adopted on a voice vote on May 27, 2021, changing the text of the bill. On May 27, 2021 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 4, 2021 the House adopted “House Non-Concurs with Senate Amendment 2021-1660s and Requests CofC (Reps. Groen, Prudhomme-O'Brien, Sweeney, Berry)” on a voice vote. On June 10, 2021 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. James Gray. A committee of conference met on June 15, 2021 to try to settle the differences between the two chambers' versions of the bill. On June 24, 2021 the Senate adopted the conference report (2021-2027c) on a voice vote. On June 24, 2021 the House adopted the conference report (2021-2027c) on a roll call 192–183. The bill was enrolled on June 24, 2021 — the final check of the text before it goes to the governor. The governor vetoed it on July 30, 2021. The legislature can override a veto with a two-thirds vote in both chambers. On January 5, 2022 the House voted 38–313 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
