The Story
It was introduced on January 6, 2021 and referred to the House Judiciary committee. The majority recommended that the House kill it, and the minority recommended that the House pass it, by a vote of 11–10. The report was placed on the regular calendar. On February 24, 2021 the House rejected a motion to kill it on a roll call 162–190. On February 24, 2021 the House failed “Reconsider” on a roll call 152–197, on a motion by Rep. James Spillane. On February 24, 2021 the bill was referred to the Criminal Justice and Public Safety committee, whose chair waived the referral under House Rule 47(f). It crossed to the Senate on March 4, 2021 and was referred to the Senate Judiciary committee. The committee recommended that the Senate pass it with changes (amendment 2021-1714s). On May 27, 2021 the Senate voted to lay it on the table, on a motion by Sen. Sharon Carson. The bill died on the table under Senate Rule 3-23 at adjournment on June 24, 2021, having been set aside and never taken back up.
