HB 581 (2021)

relative to the burden of proof in special education hearings and establishing a committee to study special education IEP and dispute resolution processes.

  • Status: Signed into law
  • Term: 2021-2022
  • House committee: Education
  • Senate committee: Education
  • Subject: Education - General
  • Chapter law: 158

The Story

It was introduced on January 6, 2021 and referred to the House Education committee. The committee met in executive session on March 11, 2021 to vote on its recommendation. The committee voted unanimously, 20–0, to recommend that the House pass it with changes (amendment 2021-0823h), and the report was placed on the consent calendar. It crossed to the Senate on April 1, 2021 and was referred to the Senate Education committee. The committee's amendment (2021-0823h) was adopted on a voice vote on April 7, 2021, changing the text of the bill. On April 7, 2021 the House voted to pass it with changes on a voice vote. On April 7, 2021 the House failed “Reconsider” on a voice vote, on a motion by Rep. Jason Osborne. The committee recommended that the Senate pass it. On May 13, 2021 the Senate voted to pass it and ordered it to a third reading. The bill was enrolled on June 10, 2021 — the final check of the text before it goes to the governor. The governor signed it on July 29, 2021, making it Chapter 158 of the session laws.
