The Story

It was introduced on January 6, 2021 and referred to the House Judiciary committee. The committee met in executive session on March 10, 2021 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 2021-0425h), and the minority recommended that the House kill it, by a vote of 11–10. The report was placed on the regular calendar. The committee's amendment (2021-0425h) was adopted on a division vote 179–165 on April 9, 2021, changing the text of the bill. On April 9, 2021 the House voted to pass it with changes on a roll call 201–178. It crossed to the Senate and was referred to the Senate Judiciary committee. The committee voted unanimously, 5–0, to recommend that the Senate pass it with changes (amendment 2021-1710s), and the report was placed on the consent calendar. The committee's amendment (2021-1710s) was adopted on a voice vote on May 27, 2021, changing the text of the bill. A floor amendment (2021-1784s), offered by Sen. Sharon Carson, was adopted on a voice vote on May 27, 2021, changing the text of the bill. On May 27, 2021 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 4, 2021 the House adopted “House Non-Concurs with Senate Amendment 2021-1710s and 2021-1784s and Requests CofC (Reps. Gordon, Alexander Jr., McLean, Wuelper)” on a voice vote. On June 10, 2021 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Sharon Carson. A committee of conference met on June 14, 2021 to try to settle the differences between the two chambers' versions of the bill. On June 24, 2021 the Senate adopted the conference report (2021-1972c) on a voice vote. On June 24, 2021 the House adopted the conference report (2021-1972c) on a roll call 219–158. The bill was enrolled on June 24, 2021 — the final check of the text before it goes to the governor. The governor signed it on July 30, 2021, making it Chapter 172 of the session laws.
