HB 448 (2021)

establishing a committee to study and compare federal Occupational Safety and Health Act standards with the safety and health standards the New Hampshire department of labor uses for public sector employees.

  • Status: Signed into law
  • Term: 2021-2022
  • House committee: Labor, Industrial and Rehabilitative Services
  • Senate committee: Commerce
  • Subject: Study Committees and Commissions
  • Chapter law: 216

The Story

It was introduced on January 6, 2021 and referred to the House Labor, Industrial and Rehabilitative Services committee. The committee met in executive session on February 11, 2021 to vote on its recommendation. The committee recommended that the House make no recommendation. On April 9, 2021 the House voted to pass it on a division vote 201–166. On April 9, 2021 the House failed “Reconsider” on a division vote 143–230, on a motion by Rep. T. Smith. It crossed to the Senate and was referred to the Senate Commerce committee. The committee voted unanimously, 5–0, to recommend that the Senate pass it with changes (amendment 2021-1298s), and the report was placed on the consent calendar. The committee's amendment (2021-1298s) was adopted on a voice vote on May 13, 2021, changing the text of the bill. On May 13, 2021 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 10, 2021 the House adopted “House Concurs with Senate Amendment 2021-1298s” on a division vote 355–4, on a motion by Rep. Infantine. The bill was enrolled on June 24, 2021 — the final check of the text before it goes to the governor. The governor signed it on August 17, 2021, making it Chapter 216 of the session laws.
