- Status: Vetoed, override failed
- Term: 2021-2022
- House committee: Criminal Justice and Public Safety
- Senate committee: Judiciary
- Subject: Crimes, Criminal Procedure and Corrections
The Story
It was introduced on January 6, 2021 and referred to the House Criminal Justice and Public Safety committee. The majority recommended that the House pass it, and the minority recommended that the House kill it, by a vote of 11–10. The report was placed on the regular calendar. On April 8, 2021 the House voted to pass it on a roll call 223–145. It crossed to the Senate on April 8, 2021 and was referred to the Senate Judiciary committee. The committee recommended that the Senate pass it. A floor amendment (2021-1769s), offered by Sen. Giuda, was adopted on a roll call 14–10 on May 27, 2021, changing the text of the bill. On May 27, 2021 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 4, 2021 the House adopted “House Non-Concurs with Senate Amendment 2021-1769s and Requests CofC (Reps. Abbas, Wallace, Burt, Rhodes)” on a voice vote. On June 10, 2021 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Sharon Carson. A committee of conference met on June 16, 2021 to try to settle the differences between the two chambers' versions of the bill. On June 24, 2021 the Senate adopted the conference report (2021-2030c) on a voice vote. On June 24, 2021 the House adopted the conference report (2021-2030c) on a roll call 212–159. The bill was enrolled on June 24, 2021 — the final check of the text before it goes to the governor. The governor vetoed it on August 10, 2021. The legislature can override a veto with a two-thirds vote in both chambers. On January 5, 2022 the House voted 138–212 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
