The Story

It was introduced on January 6, 2021 and referred to the House Education committee. The committee met in executive session on March 11, 2021 to vote on its recommendation. The majority recommended that the House pass it, and the minority recommended that the House kill it, by a vote of 11–9. The report was placed on the regular calendar. On April 8, 2021 the House voted to pass it on a roll call 190–185. On April 8, 2021 the House failed “Reconsider” on a roll call 176–201, on a motion by Rep. Len Turcotte. It crossed to the Senate on April 8, 2021 and was referred to the Senate Education committee. The committee recommended that the Senate pass it with changes (amendment 2021-1397s). The committee's amendment (2021-1397s) was rejected on a roll call 10–12 on May 20, 2021. On May 20, 2021 the Senate adopted “Special Order to Next Session, Without Objection”. A floor amendment (2021-1680s), offered by Sen. Bradley, was adopted on a voice vote on May 27, 2021, changing the text of the bill. On May 27, 2021 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 4, 2021 the House adopted “House Non-Concurs with Senate Amendment 2021-1680s and Requests CofC (Reps. Ladd, Cordelli, Boehm, Hill)” on a voice vote. On June 10, 2021 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Ruth Ward. A committee of conference met on June 16, 2021 to try to settle the differences between the two chambers' versions of the bill. On June 24, 2021 the Senate adopted the conference report (2021-2029c) on a voice vote. On June 24, 2021 the House adopted the conference report (2021-2029c) on a voice vote. The bill was enrolled on June 24, 2021 — the final check of the text before it goes to the governor. The governor signed it on August 10, 2021, making it Chapter 186 of the session laws.
