The Story

It was introduced on January 6, 2021 and referred to the House Transportation committee. The committee met in executive session on March 5, 2021 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 2021-0652h), and the minority recommended that the House kill it, by a vote of 13–6. The report was placed on the regular calendar. On April 9, 2021 the House rejected a motion to lay it on the table on a division vote 181–188, on a motion by Rep. Jason Osborne. The committee's amendment (2021-0652h) was adopted on a division vote 232–137 on April 9, 2021, changing the text of the bill. On April 9, 2021 the House rejected a motion to lay it on the table on a roll call 179–197, on a motion by Rep. James Spillane. On April 9, 2021 the House rejected a motion to kill it and bar the subject for the rest of the term on a division vote 180–195, on a motion by Rep. Belanger. On April 9, 2021 the House voted to pass it with changes on a roll call 198–176. On April 9, 2021 the House failed “Reconsider” on a division vote 143–227, on a motion by Rep. T. Smith. It crossed to the Senate and was referred to the Senate Transportation committee. The committee voted unanimously, 5–0, to recommend that the Senate pass it with changes (amendment 2021-1229s), and the report was placed on the consent calendar. On May 6, 2021 the Senate adopted “Special Order to 05/13/21, RC 23Y-0N”, on a motion by Sen. Bradley. The committee recommended that the Senate pass it with changes (amendment 2021-1229s). The committee's amendment (2021-1229s) was adopted on a voice vote on May 13, 2021, changing the text of the bill. On May 13, 2021 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 10, 2021 the House adopted “House Concurs with Senate Amendment 2021-1229s” on a voice vote, on a motion by Rep. Walsh. The bill was enrolled on June 24, 2021 — the final check of the text before it goes to the governor. The governor signed it on July 23, 2021, making it Chapter 135 of the session laws.
