The Story

It was introduced on January 6, 2021 and referred to the House Environment and Agriculture committee. The committee voted unanimously, 18–0, to recommend that the House pass it with changes (amendment 2021-0349h), and the report was placed on the consent calendar. It crossed to the Senate on April 1, 2021 and was referred to the Senate Energy and Natural Resources committee. The committee's amendment (2021-0349h) was adopted on a voice vote on April 7, 2021, changing the text of the bill. On April 7, 2021 the House voted to pass it with changes on a voice vote. On April 7, 2021 the House failed “Reconsider” on a voice vote, on a motion by Rep. Jason Osborne. The committee voted unanimously, 5–0, to recommend that the Senate pass it, and the report was placed on the consent calendar. On May 20, 2021 the Senate voted to pass it on a voice vote and ordered it to a third reading. The bill was enrolled on June 10, 2021 — the final check of the text before it goes to the governor. The governor signed it on August 17, 2021, making it Chapter 214 of the session laws.
