The Story
It was introduced on January 6, 2021 and referred to the House Education committee. The committee met in executive session on February 9, 2021 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 2021-0262h), and the minority recommended that the House kill it, by a vote of 11–9. The report was placed on the regular calendar. The committee's amendment (2021-0262h) was adopted on a voice vote on February 25, 2021, changing the text of the bill. On February 25, 2021 the House voted to pass it with changes on a roll call 198–149. On February 25, 2021 the House failed “Reconsider” on a division vote 144–203, on a motion by Rep. Cordelli. It crossed to the Senate on March 4, 2021 and was referred to the Senate Education committee. The committee recommended that the Senate pass it with changes (amendment 2021-1114s). The committee's amendment (2021-1114s) was adopted on a roll call 24–0 on April 8, 2021, changing the text of the bill. On April 8, 2021 the Senate voted to pass it with changes, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On May 20, 2021 the Senate voted to pass it and ordered it to a third reading. On June 4, 2021 the House adopted “House Non-Concurs with Senate Amendment 2021-1114s and Requests CofC (Reps. Ladd, Cordelli, Hobson, Shaw)” on a voice vote. On June 10, 2021 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Ruth Ward. A committee of conference met on June 16, 2021 to try to settle the differences between the two chambers' versions of the bill. On June 24, 2021 the Senate adopted the conference report (2021-2022c) on a voice vote. On June 24, 2021 the House adopted the conference report (2021-2022c) on a voice vote. The bill was enrolled on June 24, 2021 — the final check of the text before it goes to the governor. The governor vetoed it on July 30, 2021. The legislature can override a veto with a two-thirds vote in both chambers. On January 5, 2022 the House voted 165–182 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
