The Story

It was introduced on January 6, 2021 and referred to the House Transportation committee. The committee met in executive session on February 19, 2021 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 2021-0446h), and the minority recommended that the House kill it, by a vote of 12–7. The report was placed on the regular calendar. The committee's amendment (2021-0446h) was adopted on a voice vote on April 9, 2021, changing the text of the bill. On April 9, 2021 the House voted to pass it with changes on a roll call 200–167. It crossed to the Senate and was referred to the Senate Transportation committee. The committee voted unanimously, 5–0, to recommend that the Senate pass it, and the report was placed on the consent calendar. A floor amendment (2021-1782s), offered by Sen. Sharon Carson, was adopted on a voice vote on May 27, 2021, changing the text of the bill. On May 27, 2021 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On June 4, 2021 the House adopted “House Non-Concurs with Senate Amendment 2021-1782s and Requests CofC (Reps. Walsh, Gagne, Hill, Pickering)” on a voice vote. On June 10, 2021 the Senate adopted “Accedes to House Request for Committee of Conference” on a voice vote, on a motion by Sen. Regina Birdsell. A committee of conference met on June 15, 2021 to try to settle the differences between the two chambers' versions of the bill. On June 24, 2021 the Senate adopted the conference report (2021-1990c) on a voice vote. On June 24, 2021 the House adopted the conference report (2021-1990c) on a voice vote. The bill was enrolled on June 24, 2021 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2021-2067e) was adopted on a voice vote to correct technical errors found after passage. An enrolled bill amendment (2021-2067E) was considered. These correct technical errors found after passage. The governor signed it on August 10, 2021, making it Chapter 185 of the session laws.
