The Story

It was introduced on January 6, 2021 and referred to the House Ways and Means committee. The committee held work sessions on March 2, 2021, March 3, 2021 and March 10, 2021. The majority recommended that the House pass it with changes (amendment 2021-0599h), and the minority recommended that the House kill it, by a vote of 22–2. The report was placed on the regular calendar. The committee's amendment (2021-0599h) was adopted on a division vote 184–175 on April 9, 2021, changing the text of the bill. On April 9, 2021 the House voted to pass it with changes on a roll call 289–78. It crossed to the Senate and was referred to the Senate Ways and Means committee. The committee recommended that the Senate pass it. A floor amendment (2021-1488s), offered by Sen. Cindy Rosenwald, was adopted on a voice vote on May 20, 2021, changing the text of the bill. On May 20, 2021 the Senate voted to pass it with changes on a voice vote, then referred it on to the Senate Finance committee. The committee recommended that the Senate pass it. On May 27, 2021 the Senate adopted “Special Order to Next Session, Without Objection”. The committee recommended that the Senate pass it. On June 3, 2021 the Senate voted to pass it and ordered it to a third reading. On June 3, 2021 the Senate adopted “Without Objection, the Clerk is authorized to make technical and administrative corrections which are necessary to reflect the intent of the Senate, Relative to Bills and Amendments Passed Today”. On June 10, 2021 the House adopted “House Concurs with Senate Amendment 2021-1488s” on a voice vote, on a motion by Rep. Major. The bill was enrolled on June 24, 2021 — the final check of the text before it goes to the governor. The governor signed it on July 30, 2021, making it Chapter 160 of the session laws.
