The Story

It was introduced on January 3, 2019 and referred to the Senate Commerce committee. The committee held a public hearing on February 19, 2019. The committee recommended that the Senate pass it. A floor amendment (2019-1209s), offered by Sen. Bradley, was adopted on a voice vote on March 21, 2019, changing the text of the bill. On March 21, 2019 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House and was referred to the House Commerce and Consumer Affairs committee. The committee held a public hearing on April 24, 2019. The committee held a work session on May 16, 2019. The committee met in executive session on May 21, 2019 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on June 25, 2019, September 10, 2019, October 1, 2019 and October 17, 2019. The committee met in executive session on October 23, 2019 to vote on its recommendation. The committee held a work session on October 23, 2019. The committee voted 16–3 to recommend that the House pass it with changes (amendment 2019-2794h), and the report was placed on the regular calendar. The committee's amendment (2019-2794h) was adopted on a voice vote on January 8, 2020, changing the text of the bill. On January 8, 2020 the House voted to pass it with changes on a voice vote. On June 29, 2020 the Senate voted to agree to the other chamber's changes on a voice vote, on a motion by Sen. Cavanaugh. The bill was enrolled on June 30, 2020 — the final check of the text before it goes to the governor. The governor signed it on July 17, 2020, making it Chapter 15 of the session laws.
