The Story
It was introduced on January 3, 2019 and referred to the Senate Transportation committee. The committee held a public hearing on February 19, 2019. The committee voted unanimously, 5–0, to recommend that the Senate send it back to committee, and the report was placed on the consent calendar. On March 7, 2019 the Senate rejected a motion to send it back to committee. On March 7, 2019 the Senate adopted “Reconsideration on the vote on Rereferred to Committee” on a voice vote, on a motion by Sen. David Watters. On March 7, 2019 the Senate again rejected a motion to send it back to committee. A floor amendment (2019-0882s), offered by Sen. Chandley, was adopted on a voice vote on March 7, 2019, changing the text of the bill. On March 7, 2019 the Senate voted to pass it with changes, then referred it on to the Senate Finance committee. The committee held a public hearing on March 12, 2019. The committee recommended that the Senate pass it with changes (amendment 2019-1010s). The committee's amendment (2019-1010s) was adopted on a voice vote on March 21, 2019, changing the text of the bill. On March 21, 2019 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House and was referred to the House Public Works and Highways committee. The committee held a public hearing on April 24, 2019. The committee met in executive session on April 30, 2019 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on September 4, 2019, September 17, 2019 and October 16, 2019. The committee met in executive session on October 30, 2019 to vote on its recommendation. The committee voted 19–2 to recommend that the House kill it, and the report was placed on the regular calendar. On January 9, 2020 the House voted to kill it on a voice vote.
