- Term: 2019-2020
- House committee: Labor, Industrial and Rehabilitative Services
- Senate committee: Commerce
- Subject: Employment
The Story
It was introduced on January 3, 2019 and referred to the Senate Commerce committee. The committee held a public hearing on January 22, 2019. The committee recommended that the Senate pass it with changes (amendment 2019-0381s). On February 14, 2019 the Senate adopted “Special Order to After Energy and Natural Resources, Without Objection”. The committee's amendment (2019-0381s) was adopted on a voice vote on February 14, 2019, changing the text of the bill. A floor amendment (2019-0513s), offered by Sen. French, was rejected on a roll call 10–13 on February 14, 2019. On February 14, 2019 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House on March 20, 2019 and was referred to the House Labor, Industrial and Rehabilitative Services committee. The committee held a public hearing on April 3, 2019. The committee held work sessions on April 24, 2019 and May 1, 2019. The committee met in executive session on May 1, 2019 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held a work session on October 30, 2019. The committee met in executive session on November 6, 2019 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 2019-2805h), and the minority recommended that the House pass it with changes (amendment 2019-2830h), by a vote of 11–6. The report was placed on the regular calendar. The committee's amendment (2019-2805h) was adopted on a division vote 209–143 on January 9, 2020, changing the text of the bill. The committee minority's amendment (2019-2830h) was rejected on a roll call 148–216 on January 9, 2020. On January 9, 2020 the House voted to pass it with changes on a roll call 218–148. On June 29, 2020 the Senate voted to agree to the other chamber's changes on a voice vote, on a motion by Sen. Cavanaugh. The bill was enrolled on June 30, 2020 — the final check of the text before it goes to the governor. The governor vetoed it on July 17, 2020. The legislature can override a veto with a two-thirds vote in both chambers. On September 16, 2020 the Senate voted 14–10 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
