It was introduced on January 3, 2019 and referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on March 19, 2019. The committee recommended that the Senate pass it with changes (amendment 2019-1173s). The committee's amendment (2019-1173s) was adopted on a voice vote on March 28, 2019, changing the text of the bill. A floor amendment (2019-1345s), offered by Sen. Feltes, was adopted on a voice vote on March 28, 2019, changing the text of the bill. On March 28, 2019 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. It crossed to the House and was referred to the House Science, Technology and Energy committee. The committee held a public hearing on April 24, 2019. The committee met in executive session on May 7, 2019 and May 15, 2019. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on June 10, 2019, September 24, 2019, October 9, 2019 and October 15, 2019. The committee met in executive session on November 6, 2019 to vote on its recommendation. The report was placed on the regular calendar. The committee's amendment (2019-2785h) was adopted on a voice vote on January 9, 2020, changing the text of the bill. On January 9, 2020 the House voted to pass it with changes on a roll call 203–131. On June 29, 2020 the Senate voted to agree to the other chamber's changes, on a motion by Sen. Fuller Clark. The bill was enrolled on June 30, 2020 — the final check of the text before it goes to the governor. The governor signed it on July 17, 2020, making it Chapter 21 of the session laws. It took effect on September 15, 2020.
