The Story
It was introduced on January 3, 2019 and referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on February 19, 2019. The committee recommended that the Senate pass it with changes (amendment 2019-0829s). The committee's amendment (2019-0829s) was adopted on a voice vote on March 14, 2019, changing the text of the bill. A floor amendment (2019-0863s), offered by Sen. Bradley, was rejected on a roll call 10–14 on March 14, 2019. On March 14, 2019 the Senate voted to pass it with changes and ordered it to a third reading. It crossed to the House on March 20, 2019 and was referred to the House Science, Technology and Energy committee. The committee held a public hearing on April 10, 2019. The committee met in executive session on April 30, 2019 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on June 10, 2019 and September 10, 2019. The committee met in executive session on November 6, 2019 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 2019-1728h), and the minority recommended that the House kill it, by a vote of 11–8. The report was placed on the regular calendar. The committee's amendment (2019-1728h) was adopted on a voice vote on January 9, 2020, changing the text of the bill. On January 9, 2020 the House voted to pass it with changes on a roll call 212–140. On June 29, 2020 the Senate voted to agree to the other chamber's changes, on a motion by Sen. Fuller Clark. The bill was enrolled on June 30, 2020 — the final check of the text before it goes to the governor. The governor vetoed it on July 17, 2020. The legislature can override a veto with a two-thirds vote in both chambers.
