The Story
It was introduced on January 3, 2019 and referred to the House Labor, Industrial and Rehabilitative Services committee. The committee held a public hearing on February 20, 2019. The committee held a work session on February 26, 2019. The committee met in executive session on March 6, 2019 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held a work session on October 15, 2019. The committee met in executive session on November 6, 2019 to vote on its recommendation. The majority recommended that the House pass it with changes (amendment 2019-2767h), and the minority recommended that the House kill it, by a vote of 11–6. The report was placed on the regular calendar. The committee's amendment (2019-2767h) was adopted on a voice vote on January 9, 2020, changing the text of the bill. A floor amendment (2019-2897h), offered by Rep. Kanzler, was adopted on a roll call 189–170 on January 9, 2020, changing the text of the bill. A floor amendment (2020-0024h), offered by Rep. Kris Schultz, was adopted on a roll call 189–177 on January 9, 2020, changing the text of the bill. On January 9, 2020 the House voted to pass it with changes on a roll call 212–155. It crossed to the Senate on March 11, 2020 and was referred to the Senate Commerce committee. The committee held a public hearing on June 11, 2020. The committee recommended that the Senate pass it with changes (amendment 2020-1464s). The committee's amendment (2020-1464s) was adopted on a voice vote on June 16, 2020, changing the text of the bill. On June 16, 2020 the Senate voted to pass it with changes and ordered it to a third reading. On June 30, 2020 the House adopted “House Concurs with Senate Amendment” on a roll call 199–124, on a motion by Rep. Sullivan. The bill was enrolled on July 10, 2020 — the final check of the text before it goes to the governor. The governor vetoed it on July 24, 2020. The legislature can override a veto with a two-thirds vote in both chambers. On September 16, 2020 the House voted 197–139 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
