The Story
It was introduced on January 3, 2019 and referred to the House Criminal Justice and Public Safety committee. The committee held a public hearing on March 5, 2019. The committee met in executive session on March 13, 2019 to vote on its recommendation. The committee retained the bill, holding it for further work rather than reporting it out this year. The committee held work sessions on June 11, 2019, August 22, 2019, September 5, 2019, September 12, 2019, October 1, 2019, October 10, 2019 and October 23, 2019. The committee met in executive session on October 30, 2019 to vote on its recommendation. The committee recommended that the House make no recommendation. A floor amendment (2019-2790h) was adopted on a roll call 213–162 on January 8, 2020, changing the text of the bill. On January 8, 2020 the House voted to pass it with changes on a roll call 201–176. It crossed to the Senate on March 11, 2020 and was referred to the Senate Judiciary committee. The committee held a public hearing on June 24, 2020. The committee recommended that the Senate pass it. On June 29, 2020 the Senate voted to pass it and ordered it to a third reading. The bill was enrolled on June 29, 2020 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2020-1630e) was adopted on a voice vote to correct technical errors found after passage. The bill was enrolled on June 30, 2020 — the final check of the text before it goes to the governor — and an enrolled bill amendment (2020-1630) was adopted on a voice vote to correct technical errors found after passage. The governor vetoed it on August 7, 2020. The legislature can override a veto with a two-thirds vote in both chambers. On September 16, 2020 the House voted 182–156 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
