HB 466 (2020)

relative to the capacity of electricity customer generators for eligibility for net energy metering.

  • Status: Vetoed, override failed
  • Term: 2019-2020
  • House committee: Science, Technology and Energy
  • Senate committee: Energy and Natural Resources
  • Subject: Energy and Utilities

The Story

It was introduced on January 3, 2019 and referred to the House Science, Technology and Energy committee. The committee held public hearings on January 22, 2019 and February 7, 2019. The committee met in executive session on March 6, 2019 to vote on its recommendation. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it by a vote of 13–6, and the report was placed on the regular calendar. On March 20, 2019 the House voted to pass it on a roll call 231–121. It crossed to the Senate on March 28, 2019 and was referred to the Senate Energy and Natural Resources committee. The committee held a public hearing on April 30, 2019. The committee voted unanimously, 5–0, to recommend that the Senate send it back to committee, and the report was placed on the consent calendar. On May 30, 2019 the Senate voted to send it back to committee on a voice vote. The committee recommended that the Senate pass it with changes (amendment 2019-2876s). The committee's amendment (2019-2876s) was adopted on a voice vote on January 8, 2020, changing the text of the bill. On January 8, 2020 the Senate voted to pass it with changes on a voice vote and ordered it to a third reading. On January 8, 2020 the Senate adopted “Special Order to the end of the Regular Calendar, Without Objection”. On June 30, 2020 the House adopted “House Concurs with Senate Amendment” on a roll call 201–120, on a motion by Rep. Backus. The bill was enrolled on July 10, 2020 — the final check of the text before it goes to the governor. The governor vetoed it on July 17, 2020. The legislature can override a veto with a two-thirds vote in both chambers. On September 16, 2020 the House voted 199–139 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
