HB 1672-FN (2020)

relative to absentee voting.

  • Status: Vetoed, override failed
  • Term: 2019-2020
  • House committee: Election Law
  • Senate committee: Election Law and Municipal Affairs
  • Subject: Elections

The Story

It was introduced on January 8, 2020 and referred to the House Election Law committee. The committee held a public hearing on January 22, 2020. The committee held work sessions on February 12, 2020 and February 20, 2020. The committee met in executive session on March 3, 2020 to vote on its recommendation. The minority of the committee recommended that the House kill it. The majority of the committee recommended that the House pass it by a vote of 12–8, and the report was placed on the regular calendar. On March 12, 2020 the House voted to pass it on a roll call 194–132. It crossed to the Senate on March 12, 2020 and was referred to the Senate Election Law and Municipal Affairs committee. The committee recommended that the Senate pass it with changes (amendment 2020-1373s). The committee's amendment (2020-1373s) was adopted on a voice vote on June 16, 2020, changing the text of the bill. On June 16, 2020 the Senate voted to pass it with changes and ordered it to a third reading. On June 30, 2020 the House adopted “House Concurs with Senate Amendment” on a roll call 195–130, on a motion by Rep. Cote. The bill was enrolled on July 6, 2020 — the final check of the text before it goes to the governor. The governor vetoed it on July 10, 2020. The legislature can override a veto with a two-thirds vote in both chambers. On September 16, 2020 the House voted 191–141 on overriding the governor's veto on a roll call, and the veto was sustained, failing to meet the two thirds threshold.
